It appears in the partial grimoire alongside Witch Bolt, Eldritch Blast, Gust of Wind, Black Tentacles, Misty Step, Tasha’s Leash, a long jump, and the Downpour ritual. Fey Switch is listed in the advanced layer, which means it is not a free action you repeat twice in a fight without consequence. The slow-commit mechanic is consistent with how Invoke describes other advanced spells: you pick your moment, you commit, and then you wait.

That is a meaningful design choice. It tells you that Kaatri’s spatial repositioning is tactical, not spammable. You will not be chaining Fey Switch across a dungeon corridor the way you might float through a room on Levitate or punch across distance with Otherworldly Leap. The cooldown after commit means every swap costs something, and that cost shapes when you use it.

How it sits next to other movement options

Misty Step is a short-range teleport that puts Kaatri somewhere she was not. Fey Switch puts Kaatri where a monster is, and puts the monster where Kaatri was. That distinction is the whole spell.
